Russian President Vladimir Putin arrived in Vietnam to a rather muted welcome, a contrast to his lavish visit to North Korea earlier this week. At the airport, he was greeted by lower-ranking Vietnamese ministers. But things picked up quickly enough — Putin met with Nguyen Phu Trong, Vietnam's communist party chief, the new state president, To Lam, and signed more than a dozen accords on bilateral cooperation, including education, medicine, fossil fuels and a nuclear science and technology center in Vietnam.

Britain's King Charles III has been diagnosed with a form of cancer and will take a break from engagements for treatment, Buckingham Palace has said. The case was noted during separate prostate surgery last month.
Buckingham Palace announced on Monday that, during recent prostate surgery, doctors noted that King Charles III had a form of cancer.
During his hospital procedure for benign prostate enlargement, "a separate issue of concern was noted. Subsequent diagnostic test have identified a form of cancer," a statement from the Palace said.

Germany's ruling coalition pledged to stimulate economic growth by announcing tax cuts amounting to about €7 billion ($7.62 billion) per year. According to the government, the "Growth Opportunities Law" is directed at small and medium-sized businesses.
"We have a situation where growth is not as strong as we would like, so, with these measures, we want to… encourage companies to invest now," Chancellor Olaf Scholz said, flanked by his Economy Minister Robert Habeck and Finance Minister Christian Lindner at a press conference on Wednesday.

Pyongyang has claimed a US Army private who ran across the border is "seeking refuge" in North Korea. Analysts say the statement is an attempt by the North to deflect away from its dire record of human rights abuses.
In its first public statement on detained US soldier Travis King, North Korea claimed the private was fleeing "inhuman maltreatment and racial discrimination within the US Army."
The statement, carried by the state-run Korean Central News Agency (KCNA), added that King "expressed his willingness to seek refuge in the DPRK or a third country, saying that he was disillusioned at the unequal American society."

Nagasaki, the last city to be hit by an atomic bomb, has marked the 78th anniversary of the deadly attack. The memorial ceremony had to be reduced due to fears of a powerful storm.
The Japanese city of Nagasaki on Wednesday marked 78 years since the US dropped the atomic bomb, killing tens of thousands of people in the last days of World War II.
The remembrance ceremony took place amid heavy rains brought to Japan by Tropical Storm Khanun.
The storm prevented Prime Minister Fumio Kishida from attending the ceremony and forced the event to be held indoors for the first time since 1963.
The US dropped the "Fat Man" nuclear bomb on Nagasaki on August 9, 1945 — three days after dropping another atomic bomb on the city of Hiroshima. Japan then surrendered on August 15, officially ending World War II.

Three people are missing and nine have been found dead after a fire broke out at a care center for people with disabilities in eastern France.
Authorities in the eastern French town of Wintzenheim on Wednesday said nine people died and three more were missing after a blaze broke out at a holiday cottage hosting a group of disabled people.
